Horizon Power’s 2024-25 Annual Report has been tabled in Parliament and published on our website, showcasing a year of transformative progress in clean energy, operational excellence, and social responsibility across regional and remote Western Australia.

Customer-led decarbonisation and renewable energy expansion
The report highlights Horizon Power’s accelerated transition to clean energy, empowering customers to play an active role in decarbonisation.
The flagship Smart Connect Solar product has removed previous limits on rooftop solar installations, achieving “zero refusals” ahead of schedule. More than 1,200 customers now participate, contributing 17 MW of renewable generation and saving customers a combined $1 million on energy bills.
Major projects like the Exmouth Power Project are underway, with a new hybrid system expected to supply up to 80 per cent renewable energy to the community by 2026. The deployment of community batteries and a successful electric vehicle (EV) orchestration trial further demonstrate commitment to grid innovation.
Affordability and community benefit programs
Horizon Power has successfully delivered energy bill savings and equitable access to clean energy. The Kimberley Communities Solar Saver (KCSS) program installed solar panels in remote Aboriginal communities with energy savings shared across all households. To date, KCSS has generated more than $62,000 in customer energy savings.
Additionally, $27.7 million in government electricity credits were facilitated to provide residential and small business customers with energy bill relief.


Operational excellence and reliability improvements
Reliability significantly improved. The average number of power interruptions per customer and average outage duration both decreased and were well within targets.
The Remote Communities program uplifted power services across the full energy supply chain, with major infrastructure upgrades and improved safety.
The rollout of SmartWorks, a digital transformation initiative, has automated works delivery and boosted field crew efficiency.
Financial strength and investment
A net profit after tax of $15.2 million was achieved, exceeding targets and marking a substantial increase from the previous year.
Horizon Power invested $141.5 million in capital works, including standalone power systems, a new life support and outage management system, and EV charging infrastructure. Capacity expansion and resilience improvements were also progressed, enabling sustainable growth and future-ready infrastructure.


Community, diversity, and reconciliation leadership
Horizon Power advanced its social responsibility agenda, progressing to a Stretch Reconciliation Action Plan (RAP), and exceeding Aboriginal employment and procurement targets.
The workforce now includes 36 per cent female and 7.5 per cent Aboriginal employees, with a new Disability Access and Inclusion Plan launched. Employees contributed 1,970 volunteering hours, earning a Corporate Volunteering Impact award.
